Quick answer
Before submitting, freeze the exact permanent-residence bundle and give it one of three outcomes: RELEASE, HOLD or LEGAL REVIEW. Release only when the section 26 or 27 ground matches the final facts, the current form and filing channel have been verified, names and dates reconcile, category evidence is complete, time-sensitive records remain usable, changes are disclosed, signatures are complete, and the applicant can preserve an immutable copy and submission receipt.
How to use this guide
This is a final control on an already assembled application. Use the document dependency register before this stage; do not use the release check to begin collecting the file.
Freeze the review version
Create a read-only folder with a date and version number. It should contain:
- the final form;
- motivation or covering submissions;
- category-specific evidence;
- identity, civil and status records;
- clearances, translations, certifications and verification material;
- dependant or linked-application material;
- the final index; and
- the source-and-version register.
Calculate or record a stable checksum where the workflow supports it. No page should be replaced after approval without creating a new version and repeating the affected checks.
Confirm the current source, form and channel
Record the official sources used, with title, URL and download date. Reconcile the Immigration Act with regulations 23 and 24, the replacement Form 18 (DHA-947) in the 2024 Second Amendment, the current permanent-residence service page and any later directive that changes a requirement.
Confirm:
- the statutory ground and relevant provision;
- current form or document number;
- current fee and payment method from the official channel;
- submission location, appointment or interview process;
- required form of originals or certified copies;
- dependant and linked-application handling; and
- how proof of submission will be issued.
The March 2026 White Paper is policy describing proposed reform. It is not a replacement form or a self-executing amendment to the current section 26 and 27 framework.
Test the route against the final facts
Do not reopen every possible route. Confirm that the chosen ground still matches the facts that will exist on the submission date.
| Control | PASS | HOLD | LEGAL REVIEW |
|---|---|---|---|
| statutory ground | every element mapped to evidence | record still pending | category, discretion or adverse fact unclear |
| applicant facts | unchanged and consistent | update can be documented | change may alter eligibility or earlier statement |
| dependant treatment | legal basis and records clear | minor record missing | linked status or relationship effect unclear |
| motivation | factual and source-linked | page or citation incomplete | representation may be inaccurate or misleading |
If a new employer, relationship, family, financial, business, status or identity fact changes the ground, issue LEGAL REVIEW rather than rewriting the form silently.
Reconcile identity and passport data
Compare every occurrence of:
- full and previous names;
- date and place of birth;
- nationality;
- passport and identity numbers;
- marriage, partnership, divorce, death, adoption or family details;
- address and contact details; and
- dependant information.
Every difference must be supported by a primary record and a consistent explanation. Check the front and reverse of civil documents, every page of a multi-page record, translations and certification evidence. Do not crop an annotation, endorsement, prior surname or adverse entry.
Reconcile temporary status and immigration history
Verify the current visa or other authority, its conditions and expiry date separately from the permanent-residence application. Compare the final chronology with passports, visas, entries, exits, receipts, applications, decisions, appeals, employer changes and other material events.
Immigration Directive 7 of 2026 does not extend status merely because permanent residence is pending. It expressly excludes permanent-residence applicants from its specified temporary measures. If the applicant’s authority to remain, work or travel is uncertain, the release result is LEGAL REVIEW.
Verify category evidence and document dependencies
For every required element, confirm:
- a primary record exists;
- it belongs to the correct applicant, employer, family member, institution or account;
- the issuing authority can be identified;
- the relevant period, jurisdiction and facts are covered;
- any translation or certification is connected to the source record;
- the item remains usable at filing; and
- no other attachment contradicts it.
An application is not complete because every checklist row is ticked. It is complete only when the evidence proves the chosen route and can be reconciled.
Check police clearances and civil records
For an applicant aged 18 or older, the current Form 18 requires a police clearance for each country, including South Africa, where the applicant resided for 12 months or longer during the five years immediately before the application. The certificate must not be older than six months at submission. Confirm that the identity and residence history used for each request match the application and that all pages, translations and certifications are present.
Where an authority could not issue a record, include the request history and obtain written advice on the accepted alternative before release. A personal explanation is not automatically a substitute for a prescribed record.
Reconcile the 2026 medical-report waiver
In the pre-submission version register, cite Ministerial Immigration Directive 10 of 2026 against the medical-report row that is now waived for future and pending visa or permanent-residence applications. Annotate the legacy form or checklist item with the directive and keep the source in the version register.
The radiological-report requirement was removed separately by the 2024 Second Amendment. Do not use the medical-report directive to remove police-clearance, applicable yellow-fever vaccination, verification or category evidence. If Home Affairs has issued a specific request, preserve it and obtain advice on the correct response rather than ignoring it.
Check declarations, signatures and authority
Confirm that:
- every material question is answered;
- no blank field creates ambiguity;
- the applicant understands the declarations;
- required applicants, spouses, partners or representatives sign in the correct places;
- dates are current and consistent;
- representative details and authority are accurate;
- no person signed a blank or incomplete form; and
- the signed version is the same version included in the frozen bundle.
Do not let a representative’s upload workflow obscure what the applicant declared. The applicant should keep the exact signed form and final attachments.
Check the motivation against the evidence
Read the motivation line by line. Mark each material factual statement with the attachment and page that proves it. Check the application form, chronology and earlier submissions for contradictions.
Issue HOLD or LEGAL REVIEW where the motivation:
- treats a discretionary outcome as automatic;
- states that pending permanent residence creates lawful status;
- omits a refusal, overstay, family change or other material event;
- inflates employment, qualification, business or financial facts;
- relies on a policy proposal as current law;
- describes an unavailable record as attached; or
- introduces a fact not supported anywhere else in the file.
Check the index and technical bundle
Open every file from the final index. Confirm legibility, orientation, complete page count, stable filenames and the correct applicant. Ensure that password protection, file size or format will not make the submission unusable.
Keep working notes, duplicate drafts and privileged advice outside the submission folder unless the lawyer specifically includes them. Do not upload both an obsolete and final version under similar filenames.
Plan the submission and receipt record
Before release, write down:
- who will submit;
- official channel and location;
- appointment or interview date;
- fee and payment evidence;
- original documents to carry;
- how each file will be uploaded or handed over;
- how the final submitted set will be confirmed;
- expected receipt and reference fields; and
- who will preserve tracking, requests and later responses.
After submission, save the receipt, reference, payment, appointment or interview record and the exact filed bundle together. A working folder is not evidence of what was actually lodged.
Issue the release note
Use one result:
RELEASE
All controls passed against the dated frozen bundle. Record the reviewer, date, bundle version, official source set, current status basis and submission plan.
HOLD
A defined item is incomplete but the route and correction are understood. Record the owner, required evidence and next review date. Do not submit until the hold is cleared.
LEGAL REVIEW
The route, status, representation, adverse event, deadline or instruction is uncertain. Record the question and source evidence; do not try to solve it by editing or adding unsupported material.
FAQs
What result should the final permanent-residence check produce?
Issue RELEASE only when every control passes. Use HOLD for a defined incomplete item and LEGAL REVIEW for an uncertain route, status, representation, adverse event, deadline or instruction.
How current must a police clearance be?
Under current Form 18, required police clearances must not be older than six months at submission. The correct countries depend on the applicant's five-year residence history.
Should medical or radiological reports remain in the final bundle?
The radiological-report requirement was removed in 2024, and Directive 10 of 2026 waives the prescribed medical report for permanent-residence applications. Reconcile both changes with the current official checklist.
What should I keep after submission?
Keep the immutable submitted bundle, receipt, reference, payment and appointment or interview evidence together. A working folder does not prove what was actually lodged.
