Quick answer
Before submitting a South African work-visa application, freeze the exact bundle and independently verify the route, current source set, points calculation, identity details, employment offer, qualification and experience evidence, present status, filing location, declarations, translations, document validity and payment or appointment information.
How to use this guide
Give the bundle one release verdict: SUBMIT only when every mandatory gate is proved, HOLD when a fixable dependency remains, or ESCALATE when status, truthfulness, route, permission or a legal deadline is uncertain. Do not treat a booking, payment or nearly complete checklist as authority to submit.
Freeze the source set first
Record the official sources and operational checklist used, with their titles, dates and download dates. For a General or Critical Skills Work Visa, reconcile the Immigration Act and current Regulations with:
- the Third Amendment to the Regulations of 9 October 2024;
- Government Notice 5448 of 18 October 2024, the corrected points notice;
- Immigration Directive 10 of 2024;
- the current route checklist;
- the Critical Skills List where applicable;
- any exact ministerial waiver being relied on; and
- any directive relevant to the applicant's current status.
The 9 October 2024 points notice was withdrawn. A copied checklist that still uses the withdrawn notice, legacy Labour-certificate wording or a now-waived medical-report requirement must be reconciled rather than followed selectively.
Confirm the route from the final facts
Read the final offer, contract, duties and applicant history again. Confirm that the route still fits the actual employer, employing entity, occupation, work location, remuneration, duration, qualifications, experience and transfer relationship.
If any of those facts changed after the first route review, return to classification. Do not hide a change by leaving an older letter in the bundle. Record the change, the date, its effect and the source supporting the revised route.
Recalculate every point from the frozen evidence
Government Notice 5448 applies a 100-point threshold to General and Critical Skills Work Visa outcomes and makes an employment offer mandatory. Recalculate from zero using only the evidence in the frozen bundle.
For each claimed criterion, record the points, file name, page or passage that proves it, and the result if the evidence is rejected. Test the occupation and OFO mapping, qualification or SAQA position, proved experience period, gross-remuneration evidence and any other criterion actually relied on.
Do not carry a score from a draft, CV or email into the final cover note. If the bundle no longer proves the required result, the verdict is HOLD or ESCALATE, not “submit and explain later”.
Match identity and passport details character by character
Compare the passport, application forms, qualifications, SAQA record, police clearances, experience letters, offer, contract, professional record and previous immigration history. Check:
- full name, order, spelling and previous names;
- date and place of birth;
- citizenship and residence history;
- passport number, issue date and expiry;
- previous passport links;
- contact and address details; and
- every signature and declaration date.
Use lawful connecting evidence for a name, passport or transliteration difference. Never alter a scan or conceal a previous identity record to make fields agree.
Reconcile the offer, employer and points record
Confirm the legal employer, authorised signatory, role, substantive duties, reporting line, worksite, gross remuneration, currency, start date, duration and conditions. These facts should agree across the offer, contract, employer letter, occupation mapping, points table and application form.
Check that employer-controlled documents came from an authorised source. The applicant should not create an undertaking or corporate record and present it as the employer's. A changed employer, group entity or role requires a new route-and-points decision.
Verify qualifications, experience and professional evidence
Match each qualification to the awarding institution, academic record, translation and SAQA position. Confirm that any pending-SAQA reliance falls within the exact October 2024 ministerial waiver and that the application contains the required proof. The waiver's limited treatment is not a positive evaluation and does not grant immigration status.
For every experience period claimed, check exact dates, duties, employer identity, signatory authority and a verifiable contact channel. Remove unsupported points rather than improving a reference letter yourself.
If the occupation is regulated, confirm whether the file proves registration, candidate status, supervision or another list-specific condition. A receipt or membership certificate may prove less than the application claims.
Check current status, filing location and interim activity
Record where the applicant is physically present, what status and conditions apply, when they expire, and why the chosen mission or VFS channel may receive the application. Confirm any change-of-status restriction and the position after filing.
Answer separately:
- what permits the applicant to remain;
- what permits the exact proposed work; and
- what supports departure and re-entry.
If Immigration Directive 7 of 2026 is relied on, verify lawful admission, the defined pending matter, a receipt that can be checked on the VFS system, the activity limits, the travel rule for the applicant's passport, the exclusion of pending permanent-residence applications and whether an outcome has already ended the measure. A generic “concession valid to 2027” note is not sufficient.
Reconcile every waiver and later directive
Place each waiver or directive next to the requirement it affects. Record its number, date, scope, conditions and consequence. Do not let one waiver erase unrelated requirements.
For final submission control, Ministerial Immigration Directive 10 of 2026 means the prescribed medical-report row is waived for both future and pending visa or permanent-residence applications. It does not remove police-clearance, vaccination or route-specific evidence merely because an older checklist grouped health documents together.
The October 2024 General Work Visa waiver removes the Department of Employment and Labour certificate requirement for applications adjudicated through the points system and gives limited treatment to proof of a pending SAQA evaluation. The Critical Skills waiver also gives defined pending-SAQA treatment. Confirm the exact letter used and avoid describing either as a blanket waiver.
Test document form, freshness and completeness
For every required item, verify:
- correct applicant and route;
- complete pages, stamps and attachments;
- original, certified-copy or electronic-result requirement;
- sworn translation where required;
- issue date and current freshness rule;
- signature, capacity and date;
- issuer or verification channel;
- legibility and unaltered appearance; and
- consistency with the application facts.
Build residence history before checking police-clearance coverage. Check whether a document will still be valid on the actual submission date, not only on the day of review.
Read every declaration as the applicant
The applicant remains responsible for the submission. Read each form, cover letter, explanation, chronology and supporting record without relying on the preparer's memory. Confirm that an answer is complete and that every omission is understood.
Stop if a qualification, work history, police clearance, bank record, employer letter, translation or identity page may be false or altered. Preserve the evidence and obtain independent advice. A deadline does not justify a misleading submission.
Freeze the exact submission snapshot
Create a read-only folder or archive containing:
- the source and checklist register;
- route and points decision;
- final forms and declarations;
- applicant evidence;
- employer evidence;
- waiver or directive material relied on;
- cover letter and index;
- appointment and payment records; and
- the checksum or dated file inventory for the bundle.
Name files consistently and preserve the final version. After submission, add the VFS or mission receipt, tracking reference, biometrics evidence and any request or response. Do not overwrite the frozen bundle with later working drafts.
Keep an exception log
No unresolved exception should live only in email. Use one row per issue:
| Gate | Exception | Evidence | Risk if unresolved | Owner | Due date | Verdict |
|---|---|---|---|---|---|---|
| Route | Final duties changed | New role description | Route or points mismatch | Lawyer/employer | Date | ESCALATE |
| Identity | Previous surname differs | Marriage or name record requested | Verification delay | Applicant | Date | HOLD |
| Status | Receipt cannot be verified | Cropped screenshot only | No reliable pending-process proof | Applicant/lawyer | Date | ESCALATE |
| Document | Clearance may age before filing | Issue date and checklist | Rejection or new request | Applicant | Date | HOLD |
Close an exception only with evidence and record who did so. “Discussed” is not a closed status.
Issue the release verdict
- SUBMIT: current route, source, points, status, filing, evidence, declarations and snapshot gates are proved; no material exception remains.
- HOLD: the route and lawful position are understood, but an identified correctable item is still missing, stale or inconsistent.
- ESCALATE: route, truthfulness, current status, work or travel authority, filing eligibility, an adverse history or a live deadline needs legal advice before action.
Record the verdict, decision-maker, date, source-set version and next review trigger. If any material fact changes after SUBMIT, reopen the release review before filing.
FAQs
What is the first final check before a work-visa submission?
Freeze the current official source set and confirm that the final employer, role, duties, location, remuneration, duration and applicant status still support the chosen route.
Should I recalculate the work-visa points before filing?
Yes. Recalculate from zero using only the frozen evidence, identify the exact proof for every criterion and test the result if any disputed factor receives no points.
What should happen if one document is missing or inconsistent?
Use HOLD for a defined correctable dependency and ESCALATE for a route, truthfulness, status, permission, filing or deadline risk. Do not use an appointment or payment as a substitute for a passed gate.
Why keep a frozen copy of the submitted bundle?
It proves exactly what was filed and supports later requests, corrections, tracking, decisions and any refusal review. Keep the receipt and correspondence with that snapshot rather than overwriting it.
